As a general rule, only permanent residents and citizens of Canada are allowed to work in Canada. One of the exceptions of this general rule is when there are no available or suitable workers in the local Labor market.
 
In order to work in Canada on a temporary basis, foreign workers must obtain a Temporary Work Permit. For foreign workers, an offer of employment from a Canadian employer is usually required.
